how do you even get that sprinkled pixel effect in paint?

The spray brush, you would have to start a normal layer, a shadow layer and lastly do the highlights (I know there are no layers on paint, I mean in the same drawing) the spray tool works well but sometimes it comes out the drawing a lot or stains the rest of the drawing
